It's either you get rid of vista do a complete clean install. put the XP cd in the CD drive shutdown and power up again. when powering up again there is a option that says boot menu select that option and select cd drive and you should be on your way
or Stick with Vista its more secure and i know it is annoying
or you can set up a dual boot which requires partioning which is a little more advance stuff

Another thing to consider before you wipe out your hard drive. It might be a good idea to get drivers (Sound video NIC Etc) at a minimum network card / modem drivers (if you still use dial up) and burn them to a CD so that you can get on line and get the rest of the drivers you'll need. Vista drivers won't work with XP 98% of the time.

just install XP over Vista try rebooting
and yes of course your gonna have to risk formating your drive and losing files because your installing XP over Vista when ever you reinstall an OS your reformatting your hard-drive otherwise you'd end up with two OS on one Hard Drive and then your computer won't run very well with two OS installed unless you have an emulator or two hard-drives then you can

You can't install it "over" Vista. You need to boot from the XP disk and do a disk reformat. WARNING this will erase everything on your hard drive. Be sure to back up any data you'll want later.
This guide is a good one to follow:
http://tweakhound.com/xp/installxp/installXP1.htm
It's really easy to do just make sure you back up any important data before you start.
Good luck!

You cant, XP install is a bootable process. Either your CD drive is faulty or your CD is non-bootable.
