The number of 40% clearly includes a lot of land that is used for ranching. Large parts of the land is able to support limited grazing without being able to support tillage based agriculture.

To decide what number to use, it is best to know how the number will be used. If someone is going to extend thje percentage of earth surface by a percentage and then by the average yield of rice in China to decide on an upper limit to the population that earth could support, one would use a percentage of earth that is agricultural class 4 or better. It might be as high as 3%.

That's 40% of the land area, so that ends up being about 10% of the entire earth's surface.
