Puppies aren't born with rabies. They need to be vaccinated against rabies at approx 16 weeks of age. They would get rabies from a wild / rabid animal. It's not something they are born with at all. It's a deadly disease, don't forget to get her vaccinated, it's the law.
Love care attention and first and foremost TRAINING. If you can't afford classes and can't figure out how to train a dog, then don't get a big dog or any dog at all. You don't want to train your dog as a guard dog, unless you have a whole lot of money to pay when you get taken to court.

1. Puppies are not born with rabies. It is a disease they can contract by being bitten by another infected animal. The shots are given to the puppy to PREVENT them from getting rabies if they are bitten by an infected animal. Talk to your Veterinary about this.
2. I have never taken a dog to training classes simply because there are none in my area. I have a Doberman who is a great dog and listens wonderfully. You CAN give your dog training without going to classes. Get a book, do a search on the internet, get your hands on any dog training information that you can BEFORE you get the dog. Talk to other dog owners about their dogs and get their help too.
3. Rotties are a lot like Dobermans as far as being guard dogs. I didn't have to teach my Doberman anything, it is their instinct to be naturally suspicious of strangers. They will know simply by how you greet someone whether they are a friend or foe. If you happen to not be home when someone comes around most likely the dog will treat them as a foe. This all depends on how you allow the dog to react when strangers come around though. If you make the dog be quiet he will never bark, if you encourage his barking then he'll always bark.
I'm assuming that this will be your first dog. I'd like to encourage you to read a lot about dog training before you get a Rottie. Not because they are bad dogs or hard to train, but you want to make sure you train him properly and avoid any mistakes that may lead to life long misbehaviors for the dog. Because Rotties are so large and powerful they must be trained very well.
You can do this, I have no doubts about it. But, remember, you will only get out of any dog what you put into them. Good luck, I am including a link to my favorite way of training a dog. There is a ton of information on this site, so don't feel overwhelmed, just pick a place and start reading...before you know it you'll begin to feel confident that you can do this!

1. Do you mean when do they get their rabies shots? They are not born with protection against it from their mother they need a shot for it. It varies from place to place but I was told to get a puppies rabies shot on the third set of shots around 12 weeks old approximately.
2. Yes you can raise a good well rounded rottie with love, care and proper socialization towards humans and other dogs and pets. I never took my rottie to puppy class and she is a very very friendly rottie, loves all dogs upon meeting. As well my husband had rotties before and never gave them any special training and they were very well behaved and were still intact males, I also know a un neutered male rottie, a friend of mine has who is so calm and well behaved you wouldn't know he was not neutered. Just be firm with regards to teaching, do not ever give in to them, they are very head strong and need firm guidance to know your in charge or they will ignore you and do whatever they want.
3. Do not attempt to train him as a guard dog, that is inviting disaster if you are not a trained professional at that. Rotties are normally protective of their family on their own without any training to teach them, they are normally aloof to strangers and will protect their family and property to any end. That's just their instinct and personality. Like most dogs they can sense good and bad and if you were being attacked they would 9 times out of 10 take out the attacker. Both the males I talked about up above my husbands former rottie and my friends were super nice when their masters are around big babies but when their masters are gone they protected their property and my husbands dog would not let anyone near him when he was asleep...neither dog had any additional training it's all just their natural guarding instinct. That is why proper socialization is a must to let them meet many people, especially friends and family to know these people are good people.

They won't be born with rabies. Follow your countries laws as to when the pup should be vaccinated against rabies.
You don't have to go to training classes, but it sure helps. Socialize from an early age to lots of people, places and things so he grows up with a good temperament.
You don't really have to train him to be a guard dog...it is natural for them to guard. The worst mistake people make is to try to teach their rotties to be protective, and then they just end up with a dangerous aggressive dog that goes after everyone. I teach my rotties to be sweethearts, but because of their size and look, no one messes with them or me. :)
