Propane is one of the first that comes to mind, because of the extreme cold.

For how long? I don't think any kind of gas will blind someone who comes in contact with it for a few minutes, but certainly in high concentrations, gases like chlorine would damage the cornea if exposed to it for very long. Of course breathing it would most likely kill you long before it blinded you.
If you want to blind someone, use a high power laser to fry their retinas. Then try to not get caught, 'cuz that's "inflicting great bodily harm" and that will earn you a nice long stay in the slammer.

I know firsthand about 20 yrs ago, I was changing the fuel pump on my mom's car and got gas in my eyes....yes, it burned like fire!, but I was fine.
