Perhaps it is your perception, or that you are not that much used to the language. Also, depending on the country (the Spanish dialect), the speed, as well as other things (such as words, idiomatic expressions, etc.) vary.
Actually, many people who are not that familiarized with the English language also share the same opinion as you (in this case, of the English language of course). So, I would say that whether it seems to speak so rapidly or not depends on the familiarity that one might have with the language.
I hope this helps!! :)

I don't know for some people we speak rapidly, others that is with rhythm. I don't think I speak either way I only know that Spanish, my first language, is beautiful and romantic.

Fast Spanish ?
Yesterday I received a phone call from somebody, telling me in english to go a certain website or call a number, and all I could understand was the first syllable
It is curious, yanks seem to believe that if they speak in loud voice or something like that, you will understand them.
I saw that recently, with a yank that came to fix the bath tub, and was repeating "bath tub" to my mother, who understands nothing in english

well, i don't think that all spanish speakers talk rapidly, but i think it might be your perception, because i feel that way with english too, but with practice you can notice that the thing is that you are not used t the spanish.
hope it helps:)
