I believe this is a Marine term (because we didn't use it in the Army.)
But it is a lower ranked individual normally in Training who is selected by The Drill Instructor to keep their area cleaned.

Of course I could be wrong.

In basic, our house mouse was usually the nerdiest weasel in the flight. He did all the paper work for the T.I., and was usually his "snitch".
