Do you mean control of humans or human control of processes?

In either case, limited control is possible without recognizing numbers, but numbers are inherent in our reality, and thus indispensable in control efforts.

mmm... I think you should rephrase the question, but I think you mean whether it would be possible to be precise or exact in society without numbers.

I think it would be possible, other ancient civilizations, like the mayans and egypcians had their own systems and were able to have "control" or be precise in their businesses and measurements.

nope....other bargaining chips could be used like manipulation, starvation, deception etc. Numbers aren't necessary...
