Cb radio operation is not allowed while driving in many countries.
Emergency vehicles and radio amateurs (which can come under secondary emergency vehicles) are allowed to use them.

There currently is a clarifying of this law going through many governments at this time.

Police cars are Emergency vehicles and as such have some privileges the rest of us don't.

As for cb...you don't REALLY use it, do you ? :-)
