No. Unlike type W fuses, type S fuses are designed so you cannot replace a 15A with a 20A.
Fuses are sized to protect you from the fire hazard resulting from resistance heating in a circuit's wiring. ANY wire of any size will produce 1.78 times the heat at 20A that it produces at 15A. While engineers usually use plenty of safety factors in this area, aging of the installation can make this sizing critical.

Here are 2 issues. The first part; yes, you can replace a 15 A fuse with a 20 A fuse. But be very careful, as long as your current usage is not more than 15 A. If your wire is AWG #14, your wire is unable to carry 20 A. If your wire is AWG #12, you are safe.
The second part; if I am interpretating this correctly, you are connecting 3 fuses, 20 A, 15 A & another 15 A in series, right? This practice serves absolutely no purpose. When your circuit is drawing more than 15 A, your 15 A fuse would be burnt out and you would have an open circuit. All you need is 1 fuse, the current rating depends on your circuit current requirement.

This is not a good idea. Usually, the fuse is matched to the current that the wiring is rated to handle. That way, the fuse will blow, rather than allowing the excessive current to heat up the wiring, potentially starting a fire. This is especially true in older houses, since the wiring may have degraded over time, increasing the fire risk.
If you need 20 amps on the circuit in question, your best bet would be to have all the wiring replaced with wire rated to carry the increased electrical current. It may be expensive, but it's much better than watching your home burn down.

A 15amp fuse protects circuits that could overheat or cause damage when they carry more than 15 amps. A 20amp fuse could allow enough current in to cause overheating, damage to the circuit, and possibly even a fire.

Each and every device has its own current and voltage ratings,
Based on the ratings only Fuse must be used.
Because:during high voltage or short circuit, the fuse must be blowout so as to protect the device .
If you use a higher rating fuse ie 20amp in place of 15amps it will spoil the internal circuit due to max current flows .

Yes you could. And then your device (stereo, TV, whatever) would become the sacrificial fuse if an overload happens.
