It's a 21mb and i need it to be under 10mb to send through an email. Also if you could explain it step by step as i havn't a clue! Thanx:-)

u could try virtualdub and u need codecs like xvid and lame mp3 .. it would take awhile to explain it .. just thought ... u could upload it to someplace like dropboks or youtube and just link it ..

There's a program called SUPER that works very well, and is pretty easy to use (although it looks complicated at first glance.) You add a file to the process list, choose the output format you want, then go. In a few minutes, you have a re-compressed file. The hardest part is getting the darn thing downloaded. The guy who wrote seems to love tormenting people, and you have to click through a number of obscure links to actually get to the file. Here's where to start:

You don't say what formats the audio and video stream(s) are in, nor the dimensions or bit rates are etc.

AVI is a container. At its most basic level, it's like having a ZIP file with "audio.dat" and "video.dat" inside it and those two files can contain anything.

Some audio and video formats are already compressed to the max. Like another poster says, you may find that the video and/or audio encoding can be improved, but the chances are that the only practical way to get the file smaller in these cases is to reduce the quality or dimensions.

AVI is already a compressed format video re-rendering (virtualbub) may work but I doubt you'll get down to below 66%
and it will be un-watchable. Try a compression program like winrar and do it two or the times.
Or as someone said get Panda or try Yahoo messenger I think the allow 50MB attachment

Once you've downloaded an installed, run the program.

On the top menu choose
File->Open and open your file.

On the top menu choose
Video->Compression

Choose a format that allows you to adjust compression (may vary from computer to computer) and lower as necessary.

Now just choose
File->Save as AVI

and save.
