How hot would you have to make a surface to keep it from freezing and reverse any freezing on it?

PLEASE HELP

My guess is 36-38 degrees fharenheit, but I don't know if thats right.

Use 33°F if you wish, but reversing freezing can only occur at a surface temp of 32°F. Only after you have thawed the ice can the temperature rise.
