If you really feel it's necessary to report it, you can file a complaint with the Internet Crime Center: http://www.ic3.gov/complaint/

If it's an e-mail then just sort it as spam. You should never open e-mails from unknown senders as they can and normally do contain spyware. Once spyware has then found it's way onto your computer, it can track keystrokes, and passwords leading to identity and credit card fraud. Make sure to clear your history, cookies, and temporary internet files after each time you surf the web, and get yourself a good security program.
If it is a posted letter, I would call your local law enforcement agency and ask them for advice. They may not be able to do anything there, but they will be able to direct you to the best people to deal with this sort of thing.

Wow, used airplanes. I am down for that. How much? Do you know a lot of people in Afghanistan? Call the FBI, and ask if you could forward it to them. It is a likely a waste of time. They just want access to your name and social security number and you bank account.
There was a report out a couple of weeks ago that 95% of all email is Spam.
