They are simply marking their territory. Like another answerer said, tires pick up a tremendous amount of scent which dogs pick, so this could be a reason.

Oh it's not just stray dogs, as I get older I find parked cars an easy target too. For a real challenge I try for cars on the freeway, the tricky part is figuring out the windage.

Dogs pick things to mark their territory on - and car tires are about the right height that other dogs will sniff. Also why fire hydrants are a common target.

okay the scientific explanation....
Canines enjoy releasing urine on parked automobiles because they are the nearest the to a fire hydrant that is around. It is canine instinct to spread their scent on anything close by.
