The word "wink" in the Bible means that something happened very quickly. It is not the literal term that God "winked" at someone or something.
In the particular verse you mention, God is commanding those who have made idols to worship to repent. It could also mean ignored or that God let them get away with it for a time, but there was punishment to come.
