Chocolate may or may not have milk or dairy in it as an ingredient. It may also have dairy butter, or more often cocoa butter in it. So it cannot be considered a dairy product! .

Only if it comes from a chocolate cow... And, no milk chocolate is NOT a dairy food any more than pancakes are. The amount of milk in the chocolate is not nearly enough to put it in the dairy category. Just wishful thinking, my friends.

It depends on the kind of chocolate. Milk chocolate contains milk. Semi-sweet and bittersweet chocolate usually does not. And unsweetened baking chocolate doesn't have any either, but it's also not something you'd want to eat voluntarily.
Of course, if you're asking because you're hoping that eating chocolate satisfies your USDA "3 servings of milk and dairy every day" food pyramid requirement, you're probably outta luck.
