i want to do effects on my pictures, e.g making productions on the image, does anyone know how i could do this and for free aswell?

There is an opensource application called Gimp (Gnu Impressionist) which uses the GNU graphics library to make an application similar to photoshop. It's very powerful and can be quite complicated, but I use it professionally when I want to do graphics work without hiring a designer.
There are a number of ports to windows, this is the one I've had the most success with.

You'd have to look for free downloads on the Internet for such a program- but you should be very careful about what you download- because as you likely have already heard- a lot more can come with the download, than stated on the site.

There are two free softwares that you can download. First one is Picasa and it's really good for basic stuff like changing them to black and white, sepia, etc. If you want to do fancier things with your pictures you can try Paint.net is a little bit more complex but you can do really cool things with your pictures. I've tried both and I really like them. You can get both at download.com

if you download adobe album starter edition 3.0, you can do all sorts on there from making productions and editing pictures. it can also remove red eye from photos.

you can use powerpoint and put words and stuff in front of it, and then group it all together and save as picture, but i dont kno wat else u would want to do with a picture, most of the stuff u could probably do on powerpoint
