Anyone can buy a car whether they have a license or not. However you will not be able to register it for plates or drive it.

Buying and owning a car has nothing to do with having a drivers license, so the answer is "yes". Anyone over 18 can buy and own a car (keep in mind buying does not necessarily give ownership). If you're under 18, you could pay for a car, but it cannot be legally registered in your name since you are too young to enter into a legally binding agreement.

However, you cannot drive the car on a public road until you have your license.

Certainly. You can buy whatever you want. But you can't get insurance or a registration without a license.

It is possible in India. When u go to the dealer they do not ask for driving licence and car can be registered in your name. I do no position in other countries.-Nilu

If you have the cash you can buy whatever you want. You won't get insurance on it though.
