I wear low cut tops all the time ... in fact, I'm wearing one now (I had to go out to lunch today) but nobody says a WORD because I have a 'decent top' on under the low cut top. What you are really asking is when a woman shows off a lot of her 'top female attributes without covering' what would she consider a complimentary response. "You look wonderful!" or any variation of that which does NOT call attention to her 'top' is the ONLY real 'complimentary response.' A 'complementary response' would be to wear a 'low cut top baring as much skin' as she was, which is NOT the same thing.

When a woman goes to extremes to look her best, what ever she may have chosen, simply tell her she looks smashing or what ever general term that fits the colloquial custom.
If too much attention is given to the type of dress, it comes across as analysis and may make her feel graded.

Not staring at the cleavage while giving a sincere compliment on her appearance. You can pull that off, you guys can be sly about that when you want to be, she knows your looking anyway. You get to notice but you should never comment.

If she is your significant other you can compliment her on her "sexy" look. If you are seriously dating, you could be even bit more playful. If you aren't on a date with her and she isn't wearing that dress for you, don't even bother going there. You can keep things generic like telling her she looks nice.

I often wonder when women allow them selves to show a little bit more than appropriate. What they want to hear, I have a friend who complains everyone stares. Don't display them and no one will stare. I try to wear something elegant and it is nice to hear you look good. Simple you look good. How nice is that.
