Living in this awful state, and lusting after the new PMAGs, I'm in a pretty bad situation. However, the law prohibits magazines manufactured after September '94, magazines before that are grandfathered and can be transfered just fine. I recently got a 100 round double drum made before the ban, and it's entirely legal. I did find out that replacing the parts in a pre-ban mag with new parts is fine, since the law only prohibits manufacturing new ones, not buying a load of broken pre-ban mags and fixing them.
As far as assault rifles go, select fire rifles and the like manufactured before the ban in '86 are legal with a tax stamp and the permission of your local chief law enforcement officer, according to federal law. However, New York State law prohibits these, and most other really fun firearms anyways.
If you mean rifles that fall under the assault weapon ban, after the ban manufacturers made rifles that complied with the ban, removing 'flash hiders' and putting on non-adjustable stocks. This made no difference in lethality or usage of these rifles, but did make them legal for civilians to own during the ban. While the federal government didn't renew this ban, and the ban to replace it was shot down for being even more ridiculous, some states, including New York, did opt to keep the ban in place. It's no longer enforced by the BATFE, and most local police think it's nonsense, as well, but if one of these firearms is used in a crime, then the perpetrator can be charged with more than just the crime he or she committed. It, in no way whatsoever, has been able to prevent any crime whatsoever. In the year before the bill passed, there was a decrease in the crime rate, which the bill was incorrectly credited for.
But the rifles and magazines you saw were probably made before the ban, or are here by some other means. I have an AR-15 that, due to the fact that it has a heavy barrel with no flash hider, and the bayonette lug is cut off, does not fall under the assault weapon ban laws. It looks nearly identical to a normal AR-15 until you look close. With a limited capacity magazine, it's perfectly legal for hunting, much the same as any other five shot semi auto rifle. Unfortunately, deer hunting here requires the use of a shotgun.

I just read an article of the ny assult rifle laws you are allowed to have just two thing out of a select number of options on your semiautomatic rifle before its concidered an assult weapon. telescoping stock,any barrell that can accept a flash supressor, silencer,bayonet,and barrell extension. a pistol grip. any magazine over 5 rounds unless a fixed tube feed like the 22 rimfire is also illegal. I have an mp15 and everything on the list is on my gun so i cant carry or shoot unless i take the chance. you can look it up in (www.nysrpa.org/nygunlaws.htm)... well what can i say ny sucks *** and always will only demacratic liberals would pass nonsence like this thats who we vote for here in ny thats why we have no freedom here anymore

though classified as assault rifles by politics and other mis-informed people, semi automatic firearms are not assault rifles
as to your question
In some states, before the "assault weapons ban" in 94, all high capacity magazines were legal. when the ban went into effect those magazines were "grandfathered" meaning that those owned before 94 could still be kept in that particular state.
if it is a newer made magazine, then there is also an answer for that. some states say it is ilegal to manufacture, sell, offer to sell, recieve or transfer a "high capacity magazine" in that state. you can however go out of that state and purchase/recieve high capacity magazines in a state that it is legal in.
double check with all of your laws though, as the above mentioned part about purchasing out of state may not be legal
some still do it though

Here is the simplified version of NYS and NYC gun laws.
"You must give all your money to the fellow with the bandanna on his face and a gun in his hand. He may or may not rape you, beat you or shoot you anyway. It is at his discretion. Any citizen attempting to use a firearm of any kind to stop this lawful transfer of money from the "have" to the "have nots" will be prosecuted. Any attempt to "legally" own a firearm will result in heavy fines and stiff public scorn."

Last I heard, in N.Y.S. , high capacity Mag.s
are legal to possess, but for hunting Mag.
capacity is limited to 5 Rd.s rifle, 3 Rd.s shotgun.
More populous counties, (Dutchess ie.) are
shotgun only.

I live in NYS. you are probably looking at people shooting an ar15. They are legal in NY to own. you can't hunt with it but you can definitely target shoot one at the range.

Likely they are illegal for HUNTING, but not for TARGET shooting.
Does NY law say POSSESSION is illegal? That would put a whole
new color on it.
