The only Catholic requirement is that a child being baptized have one godparent who is in good standing with the Church, and gender does not matter. It is up to the parents, not the priest or the Church, how many godparents in addition to the one that is required, a child may have.
Two of my daughters have one godparent of each gender. My youngest daughter has two godfathers, one godmother, and my Lutheran best friend is also her Christian Witness (so she essentially has 4 godparents, 2 of each gender).
If your sister's Church will not concede, she can check with other local churches to set up the ceremony. You don't have to have a Baptism in the church you belong to, although many churches do prefer that you be a member of their congregation. Under circumstances like this, some more progressive priests will not give her any hassle.

No I haven't heard of that sorry, when she has rang has she explained that the godparents are her 2 brothers because they might think that your gay men, I know that's bad only the catholic church are very old fashioned and stuck it the 1600 sad but true, personally I don't think there is anything wrong with the same sex godparents gay or not. I'm surprised at her ringing around cause that could even be a problem as they only christen those who are in the parish and in some cases if one of the parents was christened or went to school in the parish that she wants the baby christened, it's not that easy. My grandchildren were christened in the parish they live in and funny enough it was where I made my holy communion and got married, sorry couldn't be of more help only with the catholic church there are so many brick walls you come across. Yeah, it's not allowed under canonical law in the Catholic faith. Your sister could not have been baptized a Catholic with two, same-sex godparents. If it was allowed, it is invalid. I don't have a problem with it since I considered it myself when having my son baptized, but it's just not allowed.
And so far as the person who's godfather is a priest.....He had to become the godfather BEFORE he was ordained since ordained priests are not permitted to be godfathers because the Church prefers them to baptize and they cannot do both. (I have a friend who's a priest with 13 brothers and sisters, so you can imagine the number of nieces and nephews. He's only godfather to one because the child was born when he was in the seminary. He's baptized all the others.)

There can be two godparents, but they must be one of each gender.
However, you can have as many honorary godparents as you want. So either you or your brother will be the "official" godparent listed on the record, and the other will be an honorary godparent, and maybe the confirmation sponsor later on.

my 1 year old son has 2 god fathers (my brothers) and the priest did not mind at all. my daughter has 2 of each.
it is your sisters choice at the end of the day. let them turn their nose up, they cannot refuse to baptise the little one.
