no if it did women would be walking around looking like apes! if u notice when you shave ur legs or pits stuff like that , it doesn't grow back darker, thicker or faster!
trust me I know, there is a book on this kinda stuff called why do men fall asleep after sex, it answers alot of questions you might have

I'd be more inclined to pluck or wax than use a hair removing cream or gel as it seems to last longer and when you pluck/wax the hair seems to grow back finer (at least in mine and my friends cases all over our bodies)

No it doesn't it only removes the hair. It doesn't change the texture of your hair or add more follicles. 2D
