Very difficult question to answer. First we have to define evil. What behavior and/or persoanlity characterisitics makes this person good and that one evil.
I.E. People that are unusually violent are evil.
Then there is the question of responsibility. If you believe in hard determinism then how can you honestly classify somebody as evil? If a persons actions are caused by their beliefs and desires and in turn their beliefs and desires comes from their genes and environment - then is anyone truly responsible for what they do. Is free will just an illusion?
If you believe in free will the question of accountability is no more easy to answer. We classify physcopaths as people that feel no empathy for human suffering. Even if you believe in free will a persons being a physcopath can be a phsycological disorder. Then what? Do you hold that person responsible for having a pshycological disorder?
Then theres the problem of science. Neuroscience is still very much in its infancy. One could say that at this stage in our understanding of the brain its impossible to answer the problem of free will. Maybe we have the ability to choose, and maybe we do not. And to what extent is very much still unknown.
Last but not least there is the matter of ethics. What is right and what is wrong. And whose say so does the trick. Are you an ethical realist, conventialist, relaitivist, utilitarian? The philosophical position a persons takes on ethics will undoubetebly cause them to label people good and evil in different ways for different reasons.

No. I think sometimes a person is 1) born with a neurological impairment that is reinforced and conditioned by his or her interpersonal environment (parents and circumstances) that results in socipathologic behavior or 2) born healthy but into a negative environment in which the person does not have the opportunity to physically, emotionally, and psychologically develop properly and thus grows up to become neurotic and sociopathic. People aren't born evil; other people make them that way because of how they treat, condition, and indoctrinate them.

we are ALL born evil with a tendency to sin ( my 4 year old proves this): ive raised her to do right, yet as any 4 yr olds, rebels, tests, snaeaks etc... i did not teach this!
Also we are born into a sinful world where bad stuff happens and life isnt fair.
But i am glad i find peace in Jesus!!

no it's just what they are influenced by. That just like saying that some people were born to be attracted to the same sex. That cannot be true because how would they know that that is right. Someone must have influenced them that what they are doing is acceptable.
