The last piece sticks because it normally has some time to melt. The thing that you need to understand is that a water molecule is unequally electronegative. The hydrogen end of a water molecule is slightly positive, and the oxygen end is slightly negative. Therefore, the hydrogen side of one molecule tends to form a weak bond with the oxygen side of another molecule. These bonds (called hydrogen bonds) tend to hold water molecules together. Another affect of the unequal charges, is that the water tends to stick to other things with any kind of unequal charge. In short, the last piece of ice sticks to the bottom of the glass because of the cohesive and adhesive properties of water.
