Anything over 3 days is reason to worry.
Occasionally they come back after an extremely long time - the longest I personally have seen is just over a year, and there are reports of cats coming back up to 7 years later. Not to be a bummer, though, I wouldn't count on it.

There are a lot of dangers for an outdoor cat, if one of them got him, you're not going to be seeing him again.
If a neighbor took him in as a stray, posting notices around a 4 block area will help. If someone drove by and got him into their car as a stray, you won't see him again.
Be aware that cats can and do get caught in garages in winter, and can starve to death in them (some people don't open their main doors, so if the cat is too afraid to run out the side door in the short time it's open, he's effectively trapped for life).
There is no 'average' for runaway times, something happens or it doesn't, you have to do the best you can to find out.
If anyone turned him over to Animal Control or a shelter, remember they only hold animals 5-7 days before euthenizing. If you don't call or go down and physically look through the ones they're holding, he could be put to sleep before you even think to go there.

I'd all most bet he's still in your street... he will have just found a "better" home... if you get rid of the problem he should come back... I had to move for uni awhile back and the girl i lived with had to rotties that used to torment my Rielly-cat and he ran off and lived with some people at the end of th street (i didn't know) and was beside myself for 6 WEEKS... then one day i was walking home and i saw him... and i'm like Rielly!!! and he came over to me and i bundled him up and took him home and I took him to my parents untill i finished my uni stuff and could move away from the rotties... and now i have Rielly and he's as happy as... so unfortunatly you will need to give away the new kitten other wise Ozzie will prob not want to live their anymore...
If you do give away the new kitten... spend time in your back yard just calling Ozzie eventually he will come for a look see and realise the annoyance has gone... but i'd suggest doing a letter box drop in a LARGE area around you house and try and find some one who has seen him or who is now feeding and caring for him....

My cat somehow dissappeared while my neighbors were moving out ( later we figured out she got in the moving van) but I called for her day after day ....looked ...called neighbors etc., I missed her so much. And finally after 47 days she came back home !!! She was starved and her paws were worn where she had traveled so much. I took her to the vet and he kept her a couple of days to get her nutrition back up. But I had thought I had lost her but she found her way home ..... Animals are amazing .... I guess she loved me enough to fight and find her way back home. ..... So keep the faith......

You have called shelters and posted signs, right?
It's not unheard of for people to adopt a cat that they assume is a stray if it had no collar.

I had one gone 2 days and another gone 5. Have you put up signs and checked the neighborhood? He may have found another home.

It can happen, but you have to prepare yourself that after almost 3 weeks, it's unlikely, especially if you have posted signs, checked shelters and searched. I'm sorry.

Please, put up posters on walls and describe him. There have been reports of cats finding their way home after years but that is unlikely.
