Capsicum annuum, in the Solanoideae subgroup of Solanaceae with tomatoes, is a simple fleshy fruit. It is an indehiscent fruit derived from a superior ovary with a thin exocarp (skin) and fleshy mesocarp and endocarp, or a berry.
A fruit is the flesh and seed resulting from a fertilized and ripened flower ovary. This means a fruit develops from the ovary in the base of the flower, and contains or bears the seeds of the plant.

Technically, it's a fruit, because it grows ON at plant. Vegetables are roots (they grow in the ground).
It's a trick question.

It is a fruit. Anything that has seeds inside it is a fruit. This includes strange things like walnuts, peppers, coconuts, and stringbeans. The only real vegetables are roots (e.g., carrots), stems (e.g., celery), or leaves (like spinach).

Will depend on on the context really. Which is better as a snack - fruits for me personally. It's tastier and gives you that little of sweetness. Which can be better as a snack if you are trying hard to slice back on sugar and lose weight vegetables
