Because it means there might be something they'd like to do and curiosity gets the best of them. Without clearly stating what that "thing" is they think it might be sexual, and as it comes from a girl they are desperate to explore the possibility! In short, boys are horny.

Because a person's imagination will fill in the gap. Therefore, it makes you answer the question which you believe is being implied.
