Making out is kissing, but kissing is not always making out. Making out is like an intense, lengthy kiss, sometimes with tongue. A kiss could be on the cheek, the hand, long, short, slobbery or dry.

They can be the same. A kiss is just when it's brief, like under 30 seconds or so. Making out is when, well, you're rolling around or whatever and just kissing continually with lots of tongue. However, kissing can mean the same thing, the only thing is that making out is for a while, like a few minutes.

Making out is heavier, more intense and lasts a lot longer. It's not polite to do in public. It usually involves more than just kissing.

I would think kissing is a quick contact in the public, making out would go beyond kissing in a very remote place.
