In that price range you can get a really nice camera. Personally I like to stick with Nikon or Canon, as that is pretty much all the pros use. But others have spoken highly of Sony and Minolta.
If I were you, I'd go compare the following models at a store and see which one just "feels" right.
Nikon D40x
Nikon D80
Canon Eos 30D

All of the major brands are good. Choose a brand that appeals to you. Then you have to think about getting a spare battery, what size memory card, if you want an extended warranty, how much you can afford, what size zoom, if you want manual controls, the size of the camera, finding a reliable place to purchase it, and the list goes on and on and on.......
The first thing to realize is that almost any digital camera will take good pictures. If more people would read the manual more than once, they would be able to take better pictures. Usually, the person assumes it is the camera when it could be them not knowing exactly what to do. Just give yourself more photographic knowledge by doing more reading on the internet.
I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras so they can decide on the features that they really want and need.
Go to the store and hold them so you can see if they feel comfortable in your hands. If possible, take some pictures in the store to check the quality of the pictures.
I can only give a suggestion of what to look for in a new digital camera.

A good name in cameras has always been Canon, Minolta, Pentax, Vivitar. A good brand name cuts down on the unknown. The question is do you want to go digital? Digital can do a lot of things, but there are still a few things that I can do on film and not come close with a digital camera. Because of digital cameras being the in thing, you might get a good deal on a used SLR. I is nice to get the different lens and attachments if you can.

If you're talking about a DSLR (digital, which I'm assuming you are), I would recommend the Nikon D40x. It has many of the features of the D80, but you can get it for under $1000 with a lens. REMEMBER THE LENS!!! Most of the ones you see do not include the lens, so be sure you count for that in your budget. I would get a D40x with a nice lense that takes anything between 20mm - 200mm.
If you can afford it, the D80 is a great buy, too!

I would recommend getting a Nikon D40x. It comes with a 18-55 kit lens with is a good lens to get you started. Its only $609, heres a link

Together they will run you about $840, your not going to find a much better deal then that. A great camera with two lenses that offer you plenty of coverage. Assuming you want a Digital Single Lens Reflex - DSLR - I suggest looking at the Pentax K100D Super, and K10D and the Sony A100 and A700.
The K100D is 6.1mp, has Image Stabilization (IS) in the body, and you can use every K-mount lens made since 1975.
The K10D is 10mp and has the same features as the K100D plus its very well sealed.
The A100 is 10mp, has Super Anti-Shake in the body and accepts every MINOLTA MAXXUM AF lens made since 1985.
The A700 is 12mp and has the same features as the A100.
All 4 of the cameras listed also have dust removal for the sensor.

Nikons are amazing. The Nikon D80 is amazing, but it's over $1000. I'd go with the Nikon D40, it's just as fantastic.
