The non-driving so-called "homeless" who consume more alcohol than thousands and thousands of miles of drivers are the ones who pick up the discarded cans and bottles all across the USA. Something about your question is not really making any sense at all. You might want to try to re-word it.

They have been drinking and driving so they get rid of the evidence in case they get pulled over.They still may be subject to a sobriety test.
