Most people spend that day with their families, whether they are Christian or not.
There would not be enough business to warrant opening these public places.

People prefer to spend more time with their family on Christmas than any other holiday. Thanksgiving is a close second.

Everything is shut on Christmas day. You would not even be able to catch a bus, train or a tube. Some shops open on the boxing day, and transport services run on a reduced scale.

Simple. Because that's when most people spend the day indoors with their families. Employers want to go home, and most businesses that rely on walk-in customers would just end up losing money if they kept open. It's economics.
By the way, the tradition of getting together with family in the dead of the winter to feast and light a fire is thousands and thousands of years old.
