The Royal Navy constantly has at least one submarine at a certain level of production if for nothing else to keep the shipbuilding industry proficient incase there is increased demand.

China is a growing power that needs to be met to keep balance in the Pacific. Besides them wanting Taiwan back (maybe by force), there is also a dispute with no less than 5 other countries for the oil rich Spratley Islands, and a historical animosity to Japan that grows and recedes depending on which way the politcal winds are blowing, Lastly the Chinese Army has a prescence in the Panama Canal that needs constant monitoring.

Those othere countries? I don't know, but the Malaysians and the Indonesians along with the Australians & Japanese are pretty good naval allies to the USA.

Royal Navy is building new submarines to improve its capability.

The Chinese is a major threat to the Pacific Area because of its big army and navy complemented by its booming economy.

Malaysia, Singapore and India are not increasing its military because they are more concerned with their economy.

Malaysia, Singapore, and India, yes I believe all of the m are increase EXPENDITURES not revenue on Defense.
