Are your in-laws visiting here in the USA? They don't need to renew their visa until it expires.

After their visit is done, they can return to the embassy or consulate and apply for another visa. They did it the first time, so they know how to do it again.

It'll be easier the next time. By visiting you here in the USA and returning to India, they've demonstrated that they have, in fact, substantial links to India. This will make subsequent visas easier. Other factors apply, but this is a good one.

More interesting would be knowing if they got a mulit-entry visa, or a single-entry B1/B2 or just a B2.

The visa does not expire with the passport. You have to apply for the re-issue of the Passport. You will have to enclose your old passport also with your application for re-issue of the Passport.Even when the Visa is valid you cannot travel abroad without a valid current passport. After the expiry of a passport, there is no renewal of passport in India, but a re-issue only. They charge the same Amount as for afresh passport. Approach the passport Kendra or visit the website Site concerned or contact some authorized agent. There is no need to apply for a fresh visa. The unexplored visa is valid for travel to the U Service. While traveling, carry both the old and new passports with you.

Depends on where they are in India as to where they would need to apply. Check out usembassy.state.gov for access to the websites of the US embassy in New Delhi and the various consulates in Chennai, Mumbai etc. But basically the procedure would be the same as it was the time they applied for their current visa. Assuming they didn't overstay their current visa or have any other problems with US immigration, it should go very well.
