It's definitely not derogatory. The literal translation would be "a little loosening", but the word "Auflockerung" ist mostly used in the sense of "giving a break", "taking it easy", "making a joke on the side", you get the idea.

Seriously, though, the phrase means "small loosening", according to the "BabelFish" translation website.

I searched for the phrase on the net, and it seems to be quite innocuous, though I can't determine its actual meaning (i.e., it's probably an idiom, such as "cool cat" is in English; maybe it means something like "bits and pieces").
