Keep in mind that USCIS fees went up a lot on July 30th, 2007, and a lot of people rushed to apply before the fees went up, which resulted in the flooding of USCIS offices by applications, so average processing times have been on the rise.
However, if all goes well, you can expect an approval within 6 to 8 months -- again, that's for an application on the basis of marriage to a US citizen.

It depends on the circumstances. It actually takes longer if the applicant is living in the US. When a person is in the US there are two things that have to happen before an actual greencard can be issued. The petitioner has to file an immigrant visa petition through USCIS. That takes 6 months or more to adjudicate and approve. Then the applicant has to have an adjustment hearing scheduled through USCIS and that can take a year or more, sometimes a lot more. When the applicant is overseas, the petition still normally goes through USCIS, and from there it goes to the National Visa Center for several more months before it is sent on to the embassy overeas. How long it takes from that point until the interview is scheduled varies from embassy to embassy, but Amman is quite busy as it handles most of the Iraqi immigrant cases as well.Once it is approved, and the applicant makes it to the States, the greencard is usually issued within several months.

It took over 4 years for my daughter-in-law to receive hers. She initially used the Orlando office but finally used the Jacksonville office. Once she changed the location, it was issued 6 months later.
So, the moral of the story is: it depends on the office of the INS.
It might be wise to move to a smaller city while waiting.
