UK most banks will offer a basic bank account to have money paid into and you will get only a cash card and you cannot go overdrawn, try Lloyds or alliane and leicester or try the post office if it is for benefits to be paid into

In the U.S., usually a bank that isn't a chain will take a chance on you. Sometimes a credit union will also. Just make sure the bank is FDIC insured.

If you mean a checking account, go to US Bank. They do accounts for people that are on check systems as long as you are not on there for account abuse. They will do for NSF accounts.
