I see this all the time on Y!A or Mypsace, people capitalise the first word of each letter, when they are trying to be more formal. Do they just think it's more 'proper' looking or are there any reasons that you can think of that would explain why people do this?

Unfortunately, I think it's more of a lack of understanding of basic grammar. They think it makes them look intelligent or important.

In a section title it is common US practice to capitalise the beginning of each word with a few exceptions like "of", "a" and other similar little words.
In a normal paragraph it's just another annoying method of trying to make your text different, LiKe ThIs or SHOUTING or u$1ng 0th3r ch@r@ctr3r$. Anything to try to be different, yet most people that do it copied it from someone else.

In a title it's proper English. Many people today either are not being taught capitalization in school, or they've forgotten the rules that apply. I see it all of the time. Like the first word in a sentence should be capitalized.

Well, it's called title case, (IE the title of a book has all but articles capped--I think?) so if they think they are making a title, that's why.
Otherwise they are totally clueless as to the proper use of capital letters, probably because they never paid attention in school ;)

Some people like my dad went to engineering school where they use all capital letters called block format. The habit sticks with them and they sometimes use mixed handwriting with normal and block style when they aren't writing for a job. Maybe it's the same when they type too?
