Yes it means everybody has done bad things and those people who say they have a clear conscience are those who can not remember the bad things they have done.

While the previous explanations of the quote are correct, I disagree with the quote itself.

If one thinks about each decision, even when they turn out badly they will be able to say with a clear conscience that they did the best they could with the information they had at the time.

I believe the word should be "conscience" rather than "conscious." Since the conscience is what tells us right from wrong, the quote means that those with a clear one (i.e., no issues with right and wrong) cannot remember the wrongs, that is why their conscience is clear.

Yes Ambrose Bierce used to say tons of things like that.
It means you shouldn't have a clear conscience because everybody does rotten things, they just forget that they did em.
