What are all the things you need to do to ensure the water looks smooth and velvety?

It is very easy.
You will need a long exposure, above the 10 seconds, meaning you must use a tripod. Shooting with low light conditions would definitely help in order for you to take the picture (I guess your camera settings wont allow you to go under the 50 ISO even in the best scenario). To reduce the amount of light you may use a small aperture. I wouldn't worry too much about filters since - nowadays - you can fix that in Photoshop (sorry if I mentioned that word :)

If you want a mirror finish surface effect you need a long exposure, which will definitely mean you need to use a tripod (or shoot at dusk), and probably a set of Neutral Density filters, which will darken the scene but not shift it's colour.

By combining low ISO speed, a small aperture and the ND filters you should aim to get to exposures of between 1 and 10 seconds - it'll depend somewhat on the nature of the subject, the amount of movement etc.
