I'm not looking to download from limewire. So don't call me a criminal or something.
don't say paint. isn't there something a step up from paint?

There are a few that have some minor tools for editing. Xnview and Irfanview are a couple. But if you want t full service editor that is free I would try Gimp. It is on a level with Photoshop.

The first two are "Viewer/editors", but Gimp is just a graphics editor.

If you're running Microsoft windows, there aren't any 'good' free programs. I recommend Paint Shop Pro as someone else has. It's not too expensive and will handle anyting you need it to.

If you are using Linux, then all the great photo manipulation programs are free. Gimp works on Linux and windows, but the learning curve is steeper than PSP.

Why don't you just BUY an inexpensive program? it will be 10 times better than a free program... Try Paint shop Pro... it's reasonably priced and nearly as good as PhotoShop

Try Pain.Net it's from the makers of Ms Paint. The features are more than MS paint.
