Go knock on the door and ask them to move it (if you need it moving).
Failing that, ring the local police (not 999!) and ask them to trace the owner. They can:
a) Call the owner to move it for you - but I am guessing they are not at home (!)
b) Tow it for you.
This happend to me - moved into my new house - with drive & garage. Found a strange car parked on the drive 1 night, so spoke to the neighbours to see if it was their's - it wasn't.
I blocked it in & called the police. The police told me the owner lived 'nearby' and asked if I wanted it moving. Not wanting to cause trouble, I just went to work the following day and when I got in it had vanished. I later saw it down the bottom of the street - a neighbours car presumably! Noone has said anything since!
Keep the peace and go speak to them!

I'm a little confused, having trouble picturing this. But my neighbors across the street always have lots of cars on the street and they often park right across from our driveway so it makes it more difficult for us to get out. It's no use talking to them because they are the Bundies with some money. (complete idiots)

Tempted to key it, but you could always go the note path. Or my personal choice, loudly exclaiming to someone (invisible or otherwise) "what the heck - why do some people think they are the only people who need to use that -- insert here -- driveway, walkway, ramp, etc." and embarras them. Or, be polite and just ask them to move their damn car cause you feel trapped!!!!!!!!!

I would be pissed. I would politely ask them to move it so I can leave, and if they refused (and I had some sort of pressing engagement) I would have it towed.

Then I call a tow truck and feel happy.
