Sites, no, software, yes!!! And, I will assume you want ONLY freeware.

M$-Paint on steroids = Paint.net, Artrage2

Free alternative to PhotoShop = GimpShop, PhotoFiltre 6

Photo (Album) Management = Picasa

These are but a few examples, Google for them by name.
