well make a big batch of icing and then get the Wilton gel paste colors...and color away...test it out first with a small amount of frosting to see if you (or should i say he) likes the shade it is.
green isn't that hard to do and Wilton carries a variety of green shades...tan isn't too hard either but its a little testy...
Black is the hardest color(not sure if you are doing that or not)...but if you are making it, color the frosting a dark green color first, then add the black coloring..
keep in mind that dark shades of frosting will color people's tongues and lips...
so I would go with the Desert Cami colors

to get the look of camo on the cupcakes, I woud go for the rough look verses the smooth look as if it were the camis themselves....So just get some disposable decorating bags and a round tip(I'd say number 5) and then just blob frosting on there in the different shades...get a piece of camo fabric(or his camis) to lay out in from of you to give ya some ideas.

Please use the Wilton gel pastes though...it won't alter the consistancy of your frosting like regular food colorings and WIlton has soo many shades of each color to choose from. You can find the colors at a craft store (JoAnns or Micheals) and at Wal-mart in the craft aisle (not the baking aisle) OR if you are lucky there is a cake decorating specialty shop in your area...otherwise order them online thru Wilton or other stores. They may even have a set of colors to use for camoflauge colors...I know they have like sets of colors for pastels and neons and such...so u may be lucky and just have to get the set of camo colors (if they have it)
if you haven't already I suggest checking out CakeCentral.com for more tips, ideas and any help you need, It requires you to sign up to view other people's cakes and enter the forums...BUT its free...

Start with white icing and add green food coloring. Before each addition of coloring, spread a bit of the frosting on different areas. This should give the camo effect.

Well, the way I see it is that the woman should stay out of the men's attire, unless you let him help you pick your wedding dress and bridesmaids dresses. That being said, PLEAD PLEAD PLEAD with him not to do camo for the ceremony. You could let him change after the ceremony into camo for the reception (I think I saw this happen on a wedding show on TV before... worked out pretty well). I would not do camo for the linens... but that is just me.

You make three different colors of frosting and frost them with each different color to create your camo design. You'll need to decide if it's going to be the jungle or desert to pick your colors. The jungle design would be accented with a little black.

There are bakeries that can "print" a picture in edible ink that can be applied to a cake. Usually, its a picture of a person or something, but you could supply a JPEG image of military camo and they could produce it.

Or

Call that guy Duff Goldman from the Ace of Cakes show on Food Network. He can make anything into a cake.
