If it's someone's name, it might be CiCi (pronounced chee-chee). That would be a nickname for someone whose name has that sound, like Cecilia or Cinzia. Notice how the pizza restaurant is called "see-see's. Comeone might spell it Chi so non-Italian speakers will pronounce it correctly.

I think you mean ''Cin Cin'' (spelled Chin Chin in English or French), which is like ''Cheers'' in English when people make a toast. It is also used in Quebec French with the same meaning.
Italians also use ''Salute!'' when making a toast.
In Japanese it's actually slang for ''penis''.
