Well that is quite a range of years which accounts for the range in answers you got above ...
Early years used a 36 hp engine which was fast downhill and slow uphill (you would keep passing the same people over and over on the highway..grin) Anyway.. with a good tailwind that bug would average around 30 mph if you drove it with a bit of sanity.
The 40 hp engine knocked that down to around 26 or so but at least you kept accelerating uphill for a change.
As the engines get bigger, the mileage drops except when you start making the carb's more efficient (dual ports) and got rid of the smog packages . But, in general, you can expect around mid to high 20's for a car in decent shape.
I have a 71 beater as well as a 71 project car .. the old one gets me around all week on about 5 gallons.. the show one gets better mileage on the freeway because of the cam setup but both are in that same range.
don't sweat the gas.. buy one to enjoy a unique little car.

25 is about normal. Some coach them to 30 on the road.
I built a motor with 83 mm pistons an put dual port heads on it. The lady got 38 mpg on the road.

Obviously, the MPG would change from one model to another, depending on the cylinder capacity and bhp of the engines.
A well-tuned engine would always get a better MPG than a regular engine.
From personal experience, I get between 25 to 30 MPG from my well-tuned 1302S (1972 Super Beetle) depending on driving conditions.

With a tune-up, oil change, new filter, new tires with the right amount of air, using the good gas, we get 17-25 depending on if they are highway or city streets, if the windows are open or shut.

not so good as u might...i had a 66 and a 71...both got about 20 in town and 24 on hyway...but gas was cheap then my 66 had 40 horse power... 60 mphour with tail wind.lol

i own a 1963 VW and it gives 28-30 mpg.can cruise at 90mph.

if the motors new and what kind of carb you have on it.
I got a stck 1583cc and dual 40mm carbs and get 38mpg on the highway. single 36mm carbs suck and they kill you MPG's
