The cruise line that typically has the lowest prices is Carnival. BUT, all of the cruise lines have "specials" or "discounted" cruises that are just as competitively priced.
Defining a "cheap cruise" is near impossible because there are so many variables in the price of a cruise. For example, Cruises can be as short as 3 days and as long as 15 days (some are even longer and run from 20 to 120 days). The typical cruise that most people look at is 7 days, or 4 to 5 days. Thus the price will vary by the number of days.
Second, cabins on ships are priced by size, location and accommodations from inside (no porthole or window) to outside cabin (with window), to Balcony cabin, to suites, to penthouse suites. The cheapest cabins are always the inside cabins and then the price scales up.
Third, the best discounts on cruises are given for very early booking; that's bookings 9 to 12 months or more in advance. The closer you get to the sail date the higher the price goes and there is generally no such thing as a "last minute" discount.
Fourth, some cruises have a season so you have to go then or not at all. For example the Alaska cruise season is May to Sept and its cheaper (lower price) to go in May or Sept than in June, July or August. Ship cruise the Caribbean all year but the Hurricane season runs June/July to October and its a little cheaper to go during hurricane season. In addition, if you want the lowest price you have to go when its lowest and not when you may want to because its a birthday or anniversary, or spring break, or Christmas/New Year, when prices may be higher.
Finally, the departure port can have an impact on price. The Miami and Ft Lauderdale ports do a lot more cruise and have more variety than other East Coast ports. So your options and prices tend to be somewhat better.
I always suggest to people that they visit the cruise line web sites and look for specials. I think Royal Caribbean has the best web site for finding specials. I have been on about 20 cruises on four different cruise lines, Princess, Celebrity, Norwegian and Royal Caribbean. I always suggest that people who want to find a low price cruise simply visit the cruise line web sites and look for a link to their specials. Two lines that make this very easy are Carnival, and my favorite, Royal Caribbean.

If necessary, go for a cheap stateroom on a nice ship over a nice stateroom on a cheap ship.
A cruise experience is all about service and a cheap cruise ship has cheap service.
