Unfortunatly it is true and it is very frustrating. I am military and my fiance is Japanese. She can enter the US on a tourist visa for 90 days, but for anything longer we have to get a greencard which takes up to 9 months by some accounts.
You husband has to file a petition to start the process, then the US embassy/consulate closest to where you live will contact you for interviews and medical exams.
Also, there are fees attacked to this so budget those as well, 300 or so to petition, plus another 250 or so to for the green card. You should have Tricare so you won't have to pay the up to 500 for the medical exam.
Then upon receipt of the green card, if you have been married for less then 5 years, you have to do most of this again after 2 years, including the fees because the green card is only good for 2 years unless you have been married for more then 5 years.
Isnt it amazing how they punish those follow the law but are looking at amnesty for those that broke the law?
Go to the USCIS website for the info on applying.

Being married to a US citizen no longer grants you legal citizenship in the United States. You and your husband need to go talk to legal now. Just because he has orders with authorized dependents does not mean you have a free ride. Those orders are assuming you are a legal US citizen not a Russian citizen. If you want to get detained at the airport try just flying in without a Visa......Not sure how he got approval for all of this without you getting approved in the first place. Time to get some help or it may be a long time before you see your husband again.

You will have to apply for and get a visa before entering the country; the military legal personnel should help with doing that and it is easier the just getting one regularly but does take a few months minimum. You do not have to apply for citizenship; when you apply for the visa tell them the reason and they should assist you in picking out the correct one for an extended stay; used to be referred to as permanent resident if you do not want to become a citizen. Should also look at the appropriate paperwork to work in the U.S. at the same time so if you want to work you aren't redoing that.

The people at the airport and in immigration really will not care what orders your husband has and your husband is the ones with orders not you. You HAVE to have a visa. If you wish to stay here long term you will also have to apply for the appropriate type of citizenship thing.

No you cannot. I knew someone in your same situation. His wife was also Russian. And they had to go through months of paperwork to obtain a visa for his wife to enter the US

Orders will do nothing for you unless you have the necessary paperwork to immigrate to the US. When you arrive it will be necessary for you to show your passport and then a valid Alien Resident Card. You should file the necessary paperwork through the closest US consulate to where you are now as soon as possible. Before he is required to move make sure you have valid copies of your marriage certificate and both of your birth certificates.

your status as a military spouse doesn't matter. you MUST Have the proper VISA paperwork done and in hand before you will be allowed in. Luckily there are resources available to you through the military that will simplify the process..though they can't speed it up.
