I think some people answer before reading the link, I'm against capital punishment but this chair is a good idea.
I would have thought in this day and age, it would be relatively simple to block mobile use electronically.
I'm a recovered alcoholic, and when I was in re-hab I met a young lad who subsequent to re-hab, relapsed and ended up in the 'Scrubs', I went to visit him there a couple of months ago, and he said that heroin was easier to buy 'inside' than on the streets.
I learned a lot from that visit about prison visiting, some officers turn a 'blind eye' to it's use because it makes inmates easier to control, appart from the few who are bribed to bring the stuff in.
Women visitors regularly bring stuff in for boyfriends, I leave it to your imagination where they can hide it.

"particular yet basically for prisoners who're shown to be one hundred% to blame" i'm uncertain how this might artwork. might you have 3 verdicts, 'no longer to blame', 'to blame', and 'particularly, particularly to blame'? the component is that each and one and all to blame verdicts are desperate by the criterion 'previous lifelike doubt'. in case you have a particular status for "one hundred% to blame", then it potential that the different form of to blame verdict ought to incorporate some doubt, else it would be one hundred% particular. this might flow away you with 'one hundred% to blame' and 'no longer to blame'. How is that distinctive from the present, except we've it as 3 varieties of verdict, one no longer to blame, and a couple of varieties of to blame, one being one hundred% to blame, and the different being below one hundred% to blame? for this reason no longer to blame, to blame, and actually, particularly to blame.
