It depends how close you are, but remember whilst he is working for you he is not out there earning money to spend on you!
So the money you give him will be respent on nice presents for you, or a few lagers at the pub.

Start charging him everytime you cook him a meal, wash his clothes, wash the dishes after he eats..on and on... I do not believe this is right to charge a loved one such as this...Hmmm lets see..add up the electricity, utilities etc as well..send him a bill for the last two years...that will be sufficient enough to pay to have your garden concreted..and a few thousand dollars/pounds to spare

technically yes, for his labour. But it shouldn't be much as you paid for the materials, it should depend on how long it took him to do the job and obviously if you are close i would think he would let you off or if he missed a day at work at least give you a bit of a discount.

No way - not if you are romantically involved!!!
Has he offered to do it for free? If not, get someone else to do it and pay them - you'll have peace of mind. I'd also find out why you've been seeing him off and on for two years and don't have a clearer view of your relationship - and neither does he!!

Well if he's doing it as a job and you are "on and off" then I don't see what's wrong with him charging for his time, as long as it's a reasonable rate.

He would technically be charging for the labour. If thats his job thats fair enough. I would hope that as a bf/friend he would do it for free unless its a massive job of course.

no of course he should not charge you ..he shouldn't even think about it ..if he really loves you then it should be a labour of love ...and as presents go ..it not going to cost him anything except time .....if he wants paying ...he wants dumping ..cos he don't really love you !
