The "R" in your caliber designates a rimmed cartridge, which is how it sits in the weapon. No other cartridge will safely load or fire. I hope that helps.

7.62x54mmR is the only round an m91/30 was ever originally chambered for. It can shoot that ammo and that ammo only. You can shoot all sorts of different types of 7.62x54R... surplus, brass, steel, modern production. You can get a lot of variety of the one round but cannot use a cartridge with different dimensions.
You might be able to find a chamber insert that will CONVERT it to another type of ammunition. If you do that though, you can still only use one type of cartridge, it just isn't the original and it would cost so much to do this, you would probably spend more converting it than you spent initially on the gun.
7.62x54mmR is one of the cheapest and most plentiful rounds out there... there is no need to fret about this issue or try to convert your firearm. The 91/30 is a cheap shooter rifle, just enjoy it and its cheap ammo.

Chamber dimensions are critical in a rifle. If it is chambered for 7.62x54R, then that is the only ammo you can SAFELY fire in it. Loading anything else is courting serious damage to the firearm and the human shooting it.

one rifle, one ammo. lots of diff bullet weights etc, but only one ammo. 7.62x54R that's the way guns work.
