My two cents: With a simple OS what you see is what have going or what you command to act is what you know is taking action. For example delete: 'file name' is what shall happen. To have total control puts more of the work on your lap because every command-able executable would be inactive until you your self keyboard the command in. Your control demand needs more description for its purpose and your epistemological uncertainty needs absolute hardware creation ability to have absolute knowledge of what is and what is not this computer and its contents. With that your predictability would be 100 percent of all computer computational possibility, but that understanding would be a generating abstraction.
